A bandit is a human (or possibly a demi-human) who lives as an outlaw, robbing and raiding. In game terms, a bandit is essentially a “0th level” expert, half-way between a normal human (1d4 hp, +0 FC) and a man-at-arms (1d8 hp, +2 FC) in terms of combat ability.

On Shade Isle, the Lornwood region (especially the area close to Sægen Village) has particular trouble with bandits.
